Good write-up. I lived in Seattle from 1995 to 1999 and have been back many times since.
Washington has an overabundance of lakes, rivers, and waterways that work perfectly with packrafting. I think that the sport is still unknown to most people, including those in Washington. Thus, many will be backpacking or hiking in areas that could be better accessed through a packraft. I would second the idea that places like Baker Lake are packraft heaven. Even rivers like the Skagit seem to be ideally built for packrafts. For rivers, maximum runoffs on rivers such as the Skykomish and Wenatchee might not be the best time to safely run them. I think the shoulder rafting seasons become better whitewater packrafting seasons to do it safely.
